Sangguniang Bayan


(a) Essence. Under RA 7160, the Sangguniang Bayan is mandated to issue Franchise for motorized tricycle operation to those applying for it with complete papers.   Under the law, the operators of motorized tricycles are required to secure a franchise prior to operation.  The Office of the Secretary to the Sangguniang, is tasked to calendar during the regular session of the Sangguniang Bayan the request for approval and grant of franchise.

(b) Processing Time.  If the requirements are complete, this transaction shall be completed within two (2) regular sessions of the members of the Sangguniang Bayan.

(c) Clientele. Operators of motorized tricycle or those planning to operate motorized tricycles.

(d)  Requirements

  1. Barangay Clearance;
  2. TODA Certification or Endorsement;
  3. Residence Certificate
  4. Previous MTOP (for Renewal only);
  5. O.R./C.R. of vehicle
  6. Insurance
  7. Stencil
  8. Motor and Chassis Number
  9. Police Clearance


(e) Availability of Service.  During office days: Monday to Friday from 8:00 A.M. to 5:00 P.M.  NO NOON BREAK.


(f)  Fees and Charges.  The fees and charges shall be in accordance with the existing municipal tax ordinances.  


                        Filing Fee – P150.00

                        MTOP      -  P150.00

                        Franchise -  P100.00


(g) Steps in Providing the Service:

Proceeds  to SB Secretariat  to secure the list of requirements for Franchise Application


Briefs the operator/ driver of the motorized tricycle on the franchising requirements.  Provide assessment form and advise the client to Municipal Treasurer’s Office to pay the required fees.

Submits all the requirements to the SB Secretariat Office and present the Official Receipt

Checks and receives the Official Receipts  for filing, MTOP and  franchise fees
